Why this maybe a Barrier

Tags are used to mark the meaning and function of the elements within the document: for example change of language, position of a section in the heading structure, special elements such as forms, table, and figures.

Tags are crucial for the accessibility of a PDF document. They describe the structure of the document, but they do not influence its appearance. Tags are processed by the PDF software (including assistive technology such as screen readers). If tags are missing, important information about the structure of the document is not accessible to people with special needs.
