Why this maybe a Barrier
Restrictive security settings prevent the access to a PDF document. If text access for screen reader devices is not allowed, blind people can not access the content of the document. If copying of text is not allowed, persons with visual impairment might encounter problems, when using other software to read the content.
Furthermore, users of older versions of PDF reading software might encounter compatibility problems with password protected documents.
