Why this maybe a Barrier
If the purpose of a form control is not clear, the users don't know what kind of data they are expected to fill in. They may not even be aware of the form field.
Correct mark up of form fields in PDF document helps users to provide the information that is expected. Moreover, if users can check the state of a form field, they can verify the information entered in a form, and thus avoid errors.
